摘要
生物安全问题已经成为人类生存和发展的重大威胁之一.在严峻复杂的形势下,公安机关在生物安全风险防控、打击生物安全违法犯罪等方面承担重要职责.在分析生物安全的概念、内涵和国内外形势与应对机制的基础上,立足公安机关法庭科学工作,从监测预警、现场处置、检验鉴定以及事实揭露与还原等方面系统剖析法庭科学在保障国家生物安全中发挥的作用与意义.同时,展望了法庭科学在生物安全风险防控方面的研究方向,提出为满足刑事侦查和诉讼证据的特殊要求,应在精准信息研判、高效现场处置、纵深检验鉴定和完整事实还原上开展深入研究.
Abstract
Biosafety has become one of the major threats to the survival and development of mankind.Under the severe and complex situation of biosafety,public security organs assume important responsibili-ties in biosafety risk prevention and control,combating biosafety crimes and other aspects.Based on the analysis of the concept,connotation,domestic and international situation and coping mechanism of biose-curity,the role and potential significance of forensic science in ensuring national biosecurity are systemat-ically analyzed from the aspects of monitoring and early warning,on-site disposal,inspection and identifi-cation,fact disclosure and restoration on the root of scientific work of public security organs.Meanwhile,the future research direction of forensic science in biosafety risk prevention and control is prospected,and in-depth research should be carried out on accurate information judgment,efficient on-site disposal,in-depth inspection and identification and complete fact restoration to meet the special requirements of crimi-nal investigation and litigation evidence.
