Modeling and Efficiency Analysis of Synthetic Emergency Response Process of Intelligence-Command and Action Based on Petri Network——Taking Wenzhou Public Security Bureau as an example
To solve the problem of the existing emergency response process of public security organs being unable to intuitively show the linkage of each link and difficult to optimize the process, the synthetic e-mergency response process of public security organs in China was sorted out from the perspective of sys-tem analysis, and an emergency process model based on the integration theory of intelligence, command and action was constructed based on the stochastic Petri net theory.Tina Toolbox software was used to build a model of the emergency response process, and the feasibility of the model was also verified. The performance indicators of the stochastic Petri net model for the emergency response process of the public security organ were calculated by using the Markov chain isomorphic with the reachable tree algorithm, the key nodes of the process were identified, and the simulation analysis was carried out based on the ac-tual case data from the Wenzhou Public Security Bureau Information Center in Zhejiang Province. The re-suits indicated that the key node of the public security emergency response process was the"police"stage, and the optimization suggestions based on simulation results could provide reference for optimizing the emergency management process.
