Rural Construction,Population Structure,and Village Changes:On How to Implement Rural Construction Actions
Rural construction is a key task in implementing the rural revitalization strategy and an important part of national modernization construction.With the continuous improvement of the institutional mechanisms and policy systems for the integrated development of urban and rural areas,and the deepening of the market-oriented allocation reform of factors,changes in rural population structure and villages are an inevitable phenomenon.To promote rural construction,it is necessary to adapt to the changing trend of rural population structure,clarify the characteristics of village changes,scientifically determine the priority of rural construction based on the resource endowment and development reality of rural areas in each region,and formulate development strategies that are compatible with the rural population structure and village layout.To promote rural construction,we should not only plan ahead,but also combine the long and short term.During the"14th Five-Year Plan"period,the implementation of rural construction actions should follow the laws of rural construction,focus on phased tasks,accelerate the construction of infrastructure and public service facilities according to local conditions for different regions and populations,attract forces from all sectors of society to participate in the construction,and form a rural construction path that is in line with reality and has its own characteristics.
