Effective Transformation of National Innovation System from Fiscal Perspective
China is in a critical period of transformation from a country with high technological output to a scientific and technological powerhouse.Public finance provides the necessary resource supply and policy support for the operation of national innovation system,and is important material basis for the transformation and evolution of national innovation system.The study builds an analytical framework for innovation market selection based on the evolutionary paradigm,and describes the different market choices faced in national innovation system when innovation changes,as well as the government's influence on the inheritance and diffusion process of scientific and technological innovation through different ways of fiscal support.The effective transformation of national innovation system should follow the basic law of innovation market evolution.Fiscal support for science and technology must conform to the evolution law of scientific and technological innovation.The effective transformation of China's innovation system needs to focus on four aspects:material base,market selection,key driving force and financing mechanism.Governments needs to provide stable and sustained growth of investment support for major application-oriented basic research,guide multiple subjects to integrate and participate in the symbiotic evolution process of knowledge,technology and institutional system.It is necessary to follow the market selection law of different scientific and technological innovation activities,and ultimately improve the internal circulation power of China's national innovation system.
