The Path of Coupling Administration and Autonomy in Grassroots Governance:Analysis of the Practice of J Street Social Work Service Center under the Framework of"Field-Habitus"
The coupling of administration and autonomy in a long-term game is a natural choice for the modernization of grass-roots governance,while the path to realize the coupling of administration and autonomy has not been sufficiently explored.The practice of J Street Social Work Service Center contains the behavioral logic of the coupling of administration and autonomy,and the analysis of its logic of action through the construction of the"field-habitus"framework reveals that:the social work service center,which is empowered by administrative attributes and embedded with autonomy attributes,makes the field of"rules","interests",and"relations"in the field of community governance change,and shapes the habitus of"connecting the administrative tasks to the needs of the residents","regulating deliberation and negotiation",and"multi-dimensional joint and common governance".At the same time,the social work service centers have reshaped the"familiar community"by fostering the subject's habit of"identity and belonging"and"contractual responsibility",and have formed an all-round normative system.The ontological attributes and working mechanism of social work service centers provide useful references for realizing the coupling of administration and autonomy and promoting the modernization of Chinese-style grassroots governance.
