Developing County-Level People-Enriching Industries to Promote Common Prosperity for Farmers:Mechanisms,Realistic Challenges,and Key Pathways
The difficulty of achieving common prosperity for all lies in rural areas.As the county areas are connected to the countryside on one side and to the towns on the other side,the development of County-Level People-Enriching Industry(CLPEI)is an inevitable choice to promote the common prosperity for farmers.This study analyzes the connotation of CLPEI,the mechanisms,practical challenges,and resolution pathways in the process of promoting common prosperity for farmers by CLPEI.This study concludes that the CLPEI is a modern industrial cluster that can significantly promote farmer's income growth and improve urban-rural income distribution.It possesses distinctive connotations and characteristics in terms of spatial,organizational,and value dimensions.CLPEIs enhance industry efficiency by consolidating competitive advantages.And on the farmer participation front,CLPEIs drive farmers to develop production,achieve employment opportunities in proximity,and share asset benefits,thus promoting the common prosperity for farmers.In practice,the development of CLPEIs still faces challenges such as insufficient incubation of industrial clusters,weak radiation effects,prominent industrial homogeneity,suboptimal structure,inadequate capacity of industrial production and operation entities,and imperfect mechanisms for industry-farmer linkage.In order to accelerate the cultivation of CLPEIs and effectively promote the common prosperity for farmers,it is necessary to rely on characteristic resources to nurture distinctive industrial clusters,optimize industrial layout,adjust industrial structure,enhance the support capabilities of production and operation entities,and continuously improve the mechanism of industry interests linkage.
