A Study on the Multi-level Nested Combination of Rural Elderly Care Service Policies
Clarifying the policy design logic of rural elderly care services can help improve policy content and promote high-quality development of elderly care.The multi-level nested model of policy design provides a theoretical perspective for the systematic analysis of relevant policies.With the help of this model,the article selects 23 national and 30 provincial-level relevant policy texts,and conducts nested analysis of their policy objectives and methods at the macro,meso,and micro levels.The research results show that the policy design of rural elderly care services in China follows a multi-level nested logic of"macro governance arrangement-meso policy system design-micro operational plan",that is,policy objectives and policy methods support each other at the macro,meso,and micro levels,jointly forming the policy system of rural elderly care service supply.In the future,it is necessary to promote the supply of rural elderly care services through the introduction of special policies for rural elderly care services,improvement of multi-level policy objectives,combination and application of various policy tools,and macro allocation of elderly care service resources.
