Data Value Release:Current Status,Problems,and Suggestions
As an emerging production factor,data factor is an important part of the new quality productive forces.As China is currently facing the status quo of simultaneous development of data factor transaction and interaction,and insufficient scale of data value release,it is necessary to expand from the perspective of perfecting the data factor market to a more general theoretical system that promotes the release of data value.The value release of data elements goes through three basic links of supply,demand,and the matching of supply and demand,and relies on policies and laws to form a comprehensive and healthy value release ecosystem.To improve the efficiency of data factor value release,it is necessary to cope with many practical problems faced in the current process of releasing the value of data in China,such as high data supply costs and insufficient incentive of data supply,insufficient data utilization capabilities,and incomplete supply-demand matching mechanisms and related institutional regulations.In response to the market and policy failures reflected in these issues,the government should grasp the core laws of data elements in the process of value creation and release,take into account the two main lines of data factor transactions and interactions,ensure the effective operation of the market,improve the pricing and income distribution system,and promote the full release of data value.
