Measurement and Improvement Strategies of Resource Allocation Efficiency in Urban Agglomerations in China:Analysis with a Focus on the Beijing-Tianjin-Hebei Agglomeration
Taking the allocation of factor resources in urban agglomerations as the research entry point,this paper uses the panel data of Chinese cities from 2007 to 2021 to build a translogarithmic production function model to measure the production technical efficiency,resource allocation efficiency and contribution of each factor in urban agglomerations.The results show that:Taking 2014 as the dividing line,the production technical efficiency of urban agglomerations such as Beijing-Tianjin-Hebei,Chengdu-Chongqing and Shandong Peninsula increased,and its change came from the effect of the same direction change of resource allocation efficiency,and the improvement effect of capital input was the largest.The production technology efficiency and resource allocation efficiency of the Beijing-Tianjin-Hebei agglomeration is lower than that of the Pearl River Delta agglomeration,and the optimization degree of the Beijing-Tianjin-Hebei agglomeration around 2014 is also lower than that of the Chengdu-Chongqing agglomeration and the Yangtze River Delta agglomeration,but it is better than the middle reaches of the Yangtze River agglomeration.Within the Beijing-Tianjin-Hebei agglomeration,Beijing's production technology efficiency and resource allocation efficiency are both at a high level.After 2014,the resource allocation efficiency of Tianjin,Shijiazhuang,Tangshan and Qinhuangdao turned from negative to positive,while the other Beijing-Tianjin-Hebei city did not significantly improve.The continuous implementation of the Beijing-Tianjin-Hebei coordinated development strategy has significantly increased the contribution of capital factor allocation,but the improvement of labor and energy allocation efficiency is relatively limited.Therefore,under the new development pattern,all localities should improve the regional factor circulation market mechanism and focus on the development of new quality productivity forces,that is,by promoting the transformation of labor force into talent,promoting the efficiency of capital utilization,and promoting the green intensive production mode,so as to optimize the allocation of resources and expand the space for improving the production technical efficiency.
