Promote the Integration of the Manufacturing Industry Chain and Innovation Chain with High-level Openness of Digital Economy and Trade
The new round of institutional openness represented by digital economic and trade rules has become a key path to promote the development of new quality productive forces.On the basis of proposing the dilemma of"dual locking"in the integration of China's manufacturing industry chain and innovation chain("two chain"fusion),the necessity and urgency of promoting"two chain"fusion with the core of benchmarking against high-standard digital economic and trade rules are highlighted.In view of the problems of low-end embedding of the industrial chain,inefficient transformation of the innovation chain,information obstruction of the circulation of the two chains and low-quality connection of the coupling of the two chains,combined with the new characteristics of the high-level openness of digital economy and trade,from the four dimensions of the"innovation feedback"mechanism of digital technology,the"network connection"mechanism of data circulation,the"industry-driven"mechanism of digital products,and the"precise link"mechanism of digital-driven innovation,it is proposed that the high-level openness of digital economy and trade is solved through four optimization paths of"efficiency improvement,factor optimization,quality upgrading,and power transformation".The integration of the two chains will promote the transformation and upgrading of the manufacturing industry and achieve the high-level development of new quality productive forces.The development of"two chain"fusion should be taken as the core,the exploration and benchmarking of high-standard digital economic and trade rules should be the optimization path,and the four-element opening led by"dual advantages"should effectively promote the high-quality development of the manufacturing industry.
