Configuration Analysis of Urban Green Low-carbon Development Efficiency in China:A Synergistic Perspective of Active Government and Efficient Markets
This study investigates the driving mechanisms of urban green low-carbon development efficiency based on data from 258 prefecture-level cities in China between 2019 and 2021,with a focus on government-market synergy.Using a combination of Necessary Condition Analysis(NCA)and Fuzzy-set Qualitative Comparative Analysis(fsQCA),it identifies differentiated pathways for enhancing efficiency in coastal and inland cities.The research findings show that neither a proactive government nor an efficient market alone is a necessary condition for improving green low-carbon development efficiency.The driving pathways are categorized into four types:market-driven with government support,technology-driven under market leadership,government-led with market support,and a synergistic model where both government and market play dominant roles.There are differences in the efficiency improvement path of green and low-carbon development between coastal and inland cities in China.The coastal cities typically follow a broader range of pathways,while inland cities primarily rely on the technology-driven market leadership pathway.
