The Digital Governance Revolution and New Production Relations:An Analysis from the Perspectives of Technology,Organization and Institutions
The development of new quality productive forces requires the formation of new production relations that are compatible with it,but the importance and connotation of new production relations have not been fully discussed.Taking the productivity"paradox"proposed by Solow as the starting point of analysis,this article points out that the technological revolution will not automatically be transformed into an industrial revolution marked by the general improvement of total factor productivity.The gap between the two needs to be filled by governance revolution that changes the cooperative relationship among stakeholders at all levels.The governance revolution mainly includes multiple possibilities in the three dimensions of technological alternatives,organizational structure,and institutional rules.This is currently mainly reflected in the evolutionary selection of multiple alternatives of digital technology,the iterative evolution of"digital post-Ford"as an organizational change,and the exploration of inclusive and open digital institutions.Together,they constitute the basic connotation of the digital governance revoltion and are also an important connotation of the new production relations in the era of digital revolution.
