Research on Economic System Reform Adapting to High-quality Development
Since the 18th National Congress of the Communist Party of China,the economic system that adapts to high-quality development has been continuously improved,the deepening of technological system reform has promoted the rapid and healthy development of strategic emerging industries through institutional mechanism reform,improved the implementation of the"two unwavering"to stimulate the endogenous driving force and innovation vitality of various business entities,promoted the formation of a long-term mechanism for sustained consumption expansion,promoted the establishment of a new investment and financing system,made important breakthroughs in institutional innovation for urban-rural integrated development,and made comprehensive progress in the construction of a new system for a higher-level open economy.However,there is still a certain degree of gap between the current economic system and the requirements of high-quality development.It is suggested to deepen the reform of the scientific and technological system around building a strong technological country and an innovative country;To cope with the changes of the new technological revolution,accelerate the establishment of an industrial development system and mechanism that is conducive to the development and growth of strategic emerging industries;Optimize the ecological development of industries and establish a sound system and mechanism to stimulate the vitality of business entities;Adjust and optimize the relationship between investment and consumption ratio,and improve the institutional mechanisms that promote a steady increase in consumption rate;Insist on taking the people as the center,and establish a new model of fixed assets investment that adapts to the development of the new stage;Promote the integration development of urban and rural areas,improve the two-way flow mechanism of factors;Focusing on institutional openness,accelerate the construction of a new system of higher-level open economy.
