复杂适应系统视角下行业产教融合共同体建设问题防范与优化路径

摘要
2017年产教融合战略被正式纳入国家宏观政策体系以来,各类产教融合组织形式不断涌现,但产教融合"校热企冷""建而不实""合而不融"等问题未能有效解决.行业产教融合共同体作为一种创新型产教融合模式,具有跨区域、全产业链覆盖、整合全行业企业资源、容纳多元教育与产业类型等特征,呈现典型复杂适应系统属性.基于复杂适应系统理论,对行业产教融合共同体概念内涵、结构特征及运行机制进行深入分析,从多元价值取向、产教资源流动、适应性评价体系等维度系统剖析行业产教融合共同体建设面临的问题与挑战,从长效合作教育机制、建立实体化运营机制、完善质量评价体系等三方面提出了优化行业产教融合共同体建设有效策略.
Abstract
Since the industry-education integration strategy was formally incorporated into the national macro policy framework in 2017,various organizational models of industry-education integration have emerged.However,in the process of the industry-education integration,such problems as"school hot and enterprise cold""construction but not reality""cooperation but not integration"have not been ef-fectively solved.As an innovative mode of the industry-education integration,the industry-education integration community in the industry has the characteristics of cross-region,the whole industry chain coverage,the integration of enterprise resources in the whole industry,and the accommodation of diverse education and industry types,showing the charac-teristics of a typical complex adaptive system.Based on the theory of complex adaptive systems this paper conducts in-depth analysis on the concept connotation,structural features,and operation mech-anism of industry-education integration community in the industry,and systematically analyzes the problems and challenges faced in the construction process of industry-education integration community in the industry from the perspectives of multiple value orientations,flow of educational resources,and adaptive evaluation system.Finally,it puts forward effective strategies for optimizing the construction of industry-education integration community in the industry from the perspectives of long-term cooper-ative education mechanism,establishment of entity operation mechanism,and improvement of quality evaluation system.
