新时期广东省公路建设项目研究试验费费率标准探究

摘要
为研究新时期广东省公路建设项目研究试验费的管理现状,调研了国内科研政策的创新做法,给出了研究试验费组成部分的释义,分析了研究试验费费率的执行情况,提出了全过程研究试验费费率标准管理要求及建议.研究表明,现有研究试验费的定义难以满足实际工程的列支需要,可将研究试验费分为研究费、试验费、技术转让费和其他费用.研究试验费费率在工程建设全过程中均存在不同程度的变更,且在建工程在工可和初设阶段的费率在6‰以下,大部分竣工工程在合同和竣工阶段的费率在 2‰以下.研究试验费在工可阶段以费率管控为主;在初设阶段以费用清单管控为主,费率为辅;在合同阶段以使用及变更费用清单管控为主;在竣工阶段则以实际决算费用清单管控为主.
Abstract
In order to study the current management status of research and testing cost for road construction projects in Guangdong Province in the new situation,the innovative practices in national research policy were investigated,the interpretation of the components of research and testing cost was given,the implementation of research and testing cost rate was analysed,and the principle of standard management of the whole process of research and testing cost rate as well as the suggestions were put forward.The study showed that the existing definition of research and testing cost does not adequately meet the needs of the actual projects'expenses.It is suggested that research and testing cost can be divided into research cost,testing cost,technology transfer cost and other cost.The rate of research and testing cost has changed to varying degrees throughout the entire process of construction,with the rate for projects under construction is below 6‰at the feasibility study and preliminavy design stages,and below 2‰at the contract and handover phase for most completed projects.The management of the research and testing cost at the feasibility study stages focuses on the rate control,while on the cost list control supplemented by the rate control in the preliminary design phase,in the contract phase on the usage and change of the cost list control,and in the handover phase on the project settlement cost list control.
