摘要
大力发展老年教育是推进积极老龄化的重要战略选择.目前我国老年教育发展的瓶颈在于供给严重不足,老年教育服务对象受惠面有限,难以做到"惠及人人".社会组织具有基层性、群众性、自主性、灵活性等特点,社会组织参与老年教育,可以扩大老年教育的覆盖面,弥补老年教育供给不足的缺口,推动"老有所学"文化氛围的形成.释放社会组织参与老年教育内在潜能的优化策略为:出台专项政策法规,完善制度环境;着力资源整合,打造社会学习点;发现并培育典型,发挥典型的示范带头作用;加大质量监管力度,以评促建.
Abstract
Vigorously developing education for the aged is an important strategic choice to pro-mote active aging.Currently,the bottleneck of the development of elderly education in China lies in the serious shortage of supply,the limited beneficiaries of elderly education,and the difficulty to a-chieve the goal of"benefiting everyone".Social organizations,characterized by grassroots involve-ment,community orientation,autonomy,flexibility,etc.,can play a vital role in expanding the cov-erage of elderly education,making up for the shortage of education supply for the elderly,and pro-moting a cultural atmosphere where the elderly can engage in learning.The optimal strategies to re-lease the inherent potential of social organizations participating in the elderly education are as fol-lows:(1)promulgating special policies and regulations to improve the system environment,(2)focu-sing on resource integration to build social learning points,(3)discovering and cultivating the typi-cal,and playing the typical demonstration and leading role,and(4)strengthening quality supervi-sion,promote construction by evaluation.
