The Analysis on Fragmentation of the Industry-University-Institute Cooperation and Countermeasures in China:A Holistic Governance Perspective
The Industry-University-Institute cooperation is a kind of important supporter which can lead technology to become the first productivity. But, according to the past practice for years, there are still many fragmentation problems in such cooperation way among value orienta-tion, management, responsibility and so on, and the perceived effect of cooperation is not attained. Based on the perspective of holistic governance, the paper puts forward five countermeasures: in- ternal to standardize project operation, external to promote cross-border cooperation, upward to construct the responsibility mechanism, down to innovate products supply,and dynamic to set up actively special administrative agency, so as to orient the Industry-University-Institute cooperation towards integration from fragmentation.
