进入后脱贫时代,高校发展型资助要明确从"绝对"到"相对"、"单一"到"组合"、"输血"到"造血"转变的新定位;把握好工作开展的四个关键:贫困生精准认定是前提、资助育人是目标、能力提升是重点、精准施策是方法;从建立"三准一体"资助工作机制、健全资助育人规章制度、营造"感恩—知恩—报恩"道德浸润场域、构建"资助—自助"协同育人机制方面探索实践范式,进一步提升资助育人成效,助力高等教育高质量发展。
The Connotation and Practical Paradigm of Developmental Funding for University in the Post-poverty Era
In the post-poverty era,university developmental funding should clarify the new positioning of the transformation from"absolute"to"relative",from"single"to"combination",and from"blood transfusion"to"hematopoiesis",and grasp the key issues in the development of the work:accurate identification of poor students is the premise,funding and education is the goal,ability improvement is the focus,and precise policy is the method.This paper explore practical paradigms from establishing a"three-in-one"working mechanism,improving the rules and regulations for funding and education,creating a"gratitude-reward"moral immersion field,and building"funding-self-help"collaborative education mechanism,so as to further improve the quality of university funding and education,and contribute to the high-quality development of higher education.
