Optimization of Higher Education Resource Allocation in Urban Agglomerations and Construction of World-class Important Talent Center and Innovation Highland
Urban agglomerations are pivotal for building centers of talent and innovation.Analyzing several key urban agglomerations reveals that the allocation of higher education resources lags behind the development requirements of urban agglomerations,as well as the demands of regional innovation;the development of high-quality higher education resources does not keep pace with the expansion of higher education;and the reform of resource alloca-tion mechanisms does not meet the needs of unleashing market and local vitality. To acceler-ate the establishment of world-class talent centers and innovation hubs,it is essential to con-struct a resource allocation model centered on regional coordinated development, align the distribution of higher education resources with economic, social, and innovation develop-ment,and emphasize the concentrated, advantageous and coordinated allocation of resources.
