The"Closure and Downgrading"Trend of Vocational Undergraduate Education in Taiwan
In the 1990s,Taiwan sparked a wave of"upgrading from vocational colleges to undergraduate colleges";but it has encountered a severe"closure and downgrading"tsu-nami now.There are two main reasons:the continuous decline of students because of the combination of fewer children and higher education popularization;the supply-demand con-tradiction of labor force because of the gap between the higher job expectations and low-qual-ity employment.In this process,blindly catering to educational needs,excessively radical upgrading and restructuring private colleges mainly,imitating the ordinary universities are the painful lessons.Therefore,the steady development of vocational undergraduate programs in mainland China should follow the trend of industrial transformation and population,ra-tionally plan based on the internal structure and resource of the education system,play the leading role of public"Double-High Plan"colleges,and improve the standards and key insti-tutional designs.
