The Dilemma of Undergraduate Vocational Education Pilot and Its Solving Strategies:From the Perspective of Policy Network Theory
The pilot of vocational education at the undergraduate level is an important measure to explore the development path of vocational undergraduate education.From the perspective of policy network theory,the dilemma mainly includes:differences in interests among multiple stakeholders and low levels of collaboration have affected the overall pro-gress of the pilot work;the unclear responsibilities of central and local governments and the absence of norms have led to policy flexibility and execution losses;the weak foundation and internal differentiation of pilot colleges have led to a deviation from the type positioning of educational practice;insufficient participation and weak voice of experts and social forces have hindered the implementation of policies and the direction of pilot programs.Thus,it should promote the transformation of concepts,clarify the division of responsibilities,strengthen overall planning and deployment,and improve decision-making participation.
