Essentially, the coordinated development of regional higher education is the process and state of controlling the disparities in regional higher education development with-in a reasonable range. The disparities in regional higher education development are mainly manifested in three aspects:the gaps in development levels, support capabilities, and access to higher education.he theoretical boundary of the three kinds of gaps in the coordinated de-velopment and control of regional higher education is reflected in that the gap in development levels of higher education among regions should be smaller than the gap in economic develop-ment levels among regions;the regional higher education should adapt to the local economic and social development;lastly, the gap in access to higher education among regions should be smaller than the gap in development levels of higher education among regions.
