The Complexity of University Innovation System and"Complexity Governance"
As an independent innovation entity,the realization and even emergence of in-novative talents and achievements of universities are first restricted by whether they have es-tablished an appropriate innovation system.To construct their own innovation system,uni-versities first need to have a comprehensive understanding of the complexity.Due to the in-tervention of actors,there are two kinds of activity logics in the university innovation sys-tem,which produce the explicit order and the implicit order,thus showing the dynamic complexity of changing at any time and space.To control the complexity of the innovation system,universities need to utilize complexity and carry out"complexity governance"to a-chieve the systematization of their innovation system.Universities need to use modern infor-mation technology to simulate the innovation system,and then refine it into a three-dimen-sional practical reform actions.
