The Integration of Universities into National Strategic Scientific and Technological Force:Historical Process and International Experience
As the core suppliers of scientific and technological innovation,universities must enhance the national strategic scientific and technological force,to support self-reliance and self-improvement in science and technology and to improve the national comprehensive strength.There're such three stages as the post-war convalescence period,the rapid integra-tion period and the strategic core period.There're such common experiences as clearly strati-fied research priorities,sufficient financed government investment,and adequately guaran-teed talent policies.Thus,Chinese universities should integrate the research layout and pro-ject plan,improve the funding,and optimize the talent mechanism and industry.
