Higher Education in Western China Serves Rural Revitalization:Historical Orientation,Value Implications and Practical Approach

摘要
中国式现代化的显著特征就是以人民为中心,着力推进均衡发展和共同富裕,乡村振兴是实现城乡融合发展、共同富裕的必经之路.西部地区作为全国占地面积最大、经济发展水平相对较低的区域,是打赢脱贫攻坚战后有效衔接乡村振兴的重点、难点区域.西部高等教育因其独特的区位优势和职能优势,成为西部乡村振兴的战略内生力量,一定程度上影响着西部乡村振兴大局.一方面,乡村振兴战略的实施为西部高等教育发展提供了强大的战略机遇.另一方面,西部高等教育又为西部乡村振兴行动提供了优质的智力支持.具体而言,西部高等教育赋能乡村振兴,为乡村发展贡献智慧、提供方案主要体现在发挥人才培养优势、开展有组织科研、推动智库建设3 个方面.
Abstract
The distinctive feature of Chinese modernization is that it puts people at the center and strives to promote balanced development and common prosperity.Rural revitalization is the only way to achieve inte-grated urban and rural development and common prosperity.As the region with the largest area and relatively low level of economic development in China,the western region is the key and difficult area in effectively con-necting rural revitalization after winning the war against poverty.Due to its unique location and functional ad-vantages,the western higher education has become the strategic endogenous force of the western rural revital-ization,which affects the overall situation of the western rural revitalization to a certain extent.On the one hand,the implementation of rural revitalization strategy provides a strong strategic opportunity for the develop-ment of western higher education.On the other hand,higher education in the west has provided high-quality intellectual support for the revitalization of the western countryside.Specifically,western higher education ena-bles rural revitalization,contributes wisdom and provides programs for rural development,which are mainly re-flected in three aspects:focusing personnel training,conducting organized scientific research,and promoting the development of think tanks.
