1990-2004年,是德国建设世界一流大学的萌芽阶段.运用多源流理论对这一时期德国高等教育发展历程进行探究可知:外部挑战加剧及内部矛盾尖锐是问题源流;学者、政府及高校等政策共同体对大学改革与发展的建议是政策源流;新公共管理主义兴起、国际化趋势加强、公众对质量与效率的追求是政治源流.三条源流汇聚使得德国开始建设世界一流大学.分析 1990-2004 年德国建设世界一流大学的多源流动因,无疑会对我国高等教育发展有所借鉴.
From 1990 to 2004,it was the embryonic stage of building world-class universities in Germa-ny.Based on the multi-streams theory,we can find that the external challenges and internal contradictions are the streams of the problems;The suggestions of scholars,governments,universities and other policy communities on the reform and development of universities are the streams of policy;The rise of new public managerialism,the strengthening of internationalization trend,and the public's pursuit of quality and efficiency are the political streams.The convergence of these three streams has enabled Germany to start building world-class universi-ties.The analysis of the multi-source of the construction of world-class universities in Germany from 1990 to 2004 will undoubtedly benefit the development of higher education in China.
