摘要

在高等教育大众化与普及化过程中,地方高校生均拨款水平差距越来越大,生均拨款水平低于教育部标准12000元/生/年的问题严重.这可以从两方面进行解释:一是生均拨款水平制度的强制性变迁.二是生均拨款水平制度的诱致性变迁.高等教育体制适应计划经济向市场经济转轨,需要以基本公共服务均等化为理念,科学调整财政教育投入方式和高校的收支结构,不断缩小地区与校际间生均拨款水平的差距,恪守底线标准.

Abstract

In the process of popularization and popularization of higher education, the gap between the lev-el of funding of local colleges and universities per student is increasing. There has been a problem that the lev-elof funding per student has not reached the standard of "no less than 12, 000 yuan/student/year"as required by the Ministry of Education. This can be explained from two aspects:one is the adaptation of the environment, the compulsory change of the system of the level of allocation per student. The second is the restriction of de-mand and the induced change of the system of the level of the allocation per student. In order to adapt to the transition from planned economy to market economy, the system of higher education needs to take the concept of equalization of basic public services as the concept, scientifically adjust the mode of financial investment in education and the income and expenditure structure of colleges and universities, constantly narrow the gap be-tween levels of funding of regional and inter-university, and abide by the standards of bottom line.
