Challenges and Strategies in Implementing Development Plans for Colleges in Multiversities—A Case Study of 33 Colleges at L University
As fundamental organizational units and essential educational entities within multiversities,sec-ondary colleges play a crucial role in the overall development of higher education institutions through the effec-tiveness of their planning implementation.This empirical study identifies four aspects of practical challenges in implementing development plans of secondary colleges,including conflicts between strategic goals orientation and the practicality of task decomposition,mismatch between long-term objectives and pursuing short-term performance,organizational culture clashes between top-down administration systems and bottom-up academic research systems,and dilemmas of own initiative in running schools but highly dependent on resource allocation from mutiversities.To tackle these challenges,this study proposes several coping strategies,including clarifying task assignment,implementing process supervision and flexible assessment or evaluation,fostering a conducive cultural atmosphere,and enhancing governance capability.These strategies aim to offer valuable insights for fa-cilitating the effective implementation of development plans of secondary college.
