A Study on the Impact of Foreign Experts in China on China's Scientific Research Output—An Empirical Analysis Based on Provincial Panel Data From 2002 to 2015
In the era of economic globalization where all elements circulate globally,it is crucial to use for-eign intelligence to promote China's scientific research output and thereby enhance China's scientific and tech-nological innovation capabilities.Based on provincial panel data from 2002 to 2015,this study empirically tests the impact of foreign experts on scientific research output in 30 China's provinces.The study found that:(1)Foreign experts can significantly improve the scientific research output level of 30 China's provinces,and after overcoming potential endogeneity problems to a certain extent,their impact is further enhanced;(2)Foreign ex-perts'positive impact on scientific research output shows obvious heterogeneity between central and western re-gions and eastern regions;(3)Based on the threshold model,the impact of foreign experts on scientific research output has a non-linear effect,which is constrained by the scale of foreign experts.To this end,China should continue to innovate the foreign expert management system,optimize the structure of foreign expert introduction projects,form differentiated policy traction and create sufficient policy conditions and institutional environment for the continued and steady expansion of the scale of foreign experts in China.
