专业技术人才集聚对乡村振兴的实证研究

实施乡村振兴战略,是党中央作出的重大决策部署,是新时代"三农"工作的总抓手,专业技术人才则是实现乡村振兴发展的稳定驱动力.通过分析专业技术人才集聚与乡村振兴发展二者之间的理论机制,依托2011~2021年中国31个省、市、自治区的统计年鉴,运用空间误差模型(SEM)对二者之间的关系进行了实证检验.结果表明专业技术人才集聚对乡村振兴发展有显著的正向作用,并且专业技术人才集聚对乡村振兴的影响存在区域异质性:地区经济越发达,专业技术人才集聚的正向促进作用就越显著.建议从专业技术人才培养、基础设施建设和提高农村居民收入水平三个角度促进我国乡村振兴发展.
An Empirical Study on the Effect of Professional Talents Gathering on Rural Revitalization
The implementation of rural revitalization strategy is an important decision made by the Central Committee of the Communist Party of China(CPC),and is the overall grasp of the work of"Agriculture,Rural areas and Farmers"in the new era.Professional and technical talents are the stable driving force for the development of rural revitalization.By analyzing the theoretical mechanism between the gathering of professional and technical talents and rural revitalization development,relying on the statistical yearbooks of 31 provinces,cities,and autonomous regions in China from 2011 to 2021,this paper uses spatial error model(SEM)to empirically test the relationship between the two.The results show that the gathering of professional and technical talents has a significant positive effect on rural revitalization development,and there is regional heterogeneity in the impact of professional and technical talent gathering on rural revitalization.The more developed the region's economy,the more significant the positive promoting effect of professional and technical talent gathering.It is recommended to promote China's rural revitalization development from three perspectives:cultivating professional and technical talents,building infrastructure,and increasing rural residents'income levels.
