The"job rotation"policy is an innovative reform of teacher management system about elementary education in recent years.The adaptability of teachers who as the target group of the policy is the key to promote the implementation of the policy.And it is the difficult point of realizing"reverse mobility of teacher"under the policy control and is the key point to giving full play to the"advantages of teachers"in resource allocation.From the perspective of institutional fit theory,the adaptability to the policy of teachers is a process of mutual restraint between text and text,and is a series of dynamic actions from trying to reject to actively comply.Therefore,it is the main measure to improve the adaptability of teachers to the poli-cy and to ensure the implementation of the"job rotation"policy by improving the static adaptation of text and context of the policy,as well as the dynamic adaptation in the process of interaction between teachers and the policy.
