The Selection and Optimization of Public Funded Education Policy Instrument for Normal University Students in China——An Empirical Study on 20 Provincial Policy Texts
The public education of local normal university students is an important way to supplement the rural teachers.This study constructs a two-dimensional analytical framework based on the dimensions of policy instruments and policy con-tent and analyzes the text of public education policies for local normal college students in 20 provinces.The results show that public education policy instruments for local normal university students are biased towards command instruments,and the use of incentive tools and capacity building needs to be strengthened.The use of policy instruments focuses on the imple-mentation of teaching links,and the policy supply of selection,admission,and management training needs to be improved;The combination of policy instruments and policy contents is diverse,and the scientific nature of policy instruments and poli-cy contents needs to be improved.Therefore,we should optimize the structure of the use of policy instruments and take into account the short-term and long-term goals of the public education of local normal university students.Strengthen the rich-ness of policy content supply,and highlight the local characteristics and training quality of public education for local normal college students;and grounded in the"value-environment-time"logic,evidence-based improvements should be made to enhance the compatibility between policy instruments and policy content.
