Abstract
The private economy is a driving factor in promoting Chinese-style modernization,an important foun-dation for high-quality development,and a crucial force for China in promoting the comprehensive con-struction of a socialist modernized country and achieving the second centenary goal.As a basic law that consolidates foundations,ensures stable expectations,and delivers long-term benefits in the field of pri-vate economy,the Law on Promotion of Private Economy must be guided by Xi Jinping Thought on Social-ism with Chinese Characteristics for a New Era,thoroughly implement the spirit of the 20th National Con-gress of the Party,and take equality and freedom as legislative principles,following two substantive rules of reasoning for legal value judgment issues.
