The Research Progress and Future Agenda of Digital Collaborative Governance
Digital collaborative governance is an important clue for studying the governance methods and concepts of government in the digital age,and is regarded as the"next step"in the digital transformation of government.Its core lies in leveraging digital technologies to break down the organizational barriers of traditional bureaucratic systems,promote cross-departmental,cross-level,and cross-border collaboration,and thereby improve the transparency,responsiveness,and service quality of government governance.Digital collaborative governance has undergone three stages of evolution:in Stage 1.0,the use of information-sharing platforms broke down organizational barriers and improved communication efficiency;In Stage 2.0,cross-departmental and cross-level collaborative governance is promoted,bringing about structural changes in governance;In Stage 3.0,characterized by human-cyber-physical systems collaboration,the coordinated integration of human,cyber and physical enables more intelligent and"human-centered"governance.In the future,efforts should focus on advancing the localization of theoretical frameworks within the Chinese context,developing meso-level theories that bridge macro-level theories and micro-level practices,and deepening both theoretical research and practical applications of digital collaborative governance.
