The Role of Guanxia Fanyichu under the Internal Affairs Department of the Qing Court and Its Relationship with the Judicial Office in the Capital Region
The office of Guanxia Fanyichu(管辖番役处)as the Jurisdiction Division of the Royal Guard Enforcement Agency,affiliated with the Criminal Justice Department of the Ministry of Internal Affairs of the Qing Court,is responsible for arresting illegal personnel belonging to the royal family and the Ministry of Internal Affairs and plays an important role in the social governance of the capital.This thesis attempts to explore the special relationship between the Jurisdiction Division of Guanxia Fanyichu and the Criminal Justice Department through the specific cases included in Manchu and Chinese archives,reaching the following:the office of Guanxia Fanyichu is not simply subordinate to the Criminal Justice Department,but independent in the management of jurisdiction and procedure with the extended arrest authority with the tacit consent of the imperial power.It overlaps in responsibilities and functions with the Capital Infantry Commanding Headquarters and other judicial agencies in the capital region,therefore it plays multi-roles in types of cases.
