The Royal Household Financial Supervision and Punishment Mechanism of Emperor Qianlong's Reign
The royal household finances of Emperor Qianlong's(乾隆)reign were relatively abundant in the Qing Dynasty,so they were under more meticulous and strict control and management of the imperial court.The functions of financial supervision were allocated to different agencies,including the management by the Imperial Household Department,and the supervision by the external court,which made a supervision and management mechanism covering storage,audition and verification,cases dealing and more.However,in the actual operation of the imperial household's finances,the cases of theft and corruption occurred frequently,involving different groups such as imperial household officials and eunuchs due to the large amount of financial items of the Imperial Household Department and the involvement of numerous personnel,resulting in the loss of royal property.For this reason,Emperor Qianlong advocated severe punishment for those who committed crimes,and the regulations should be promptly improved to address any loopholes discovered in practice,aiming for the consistent and effective implementation of the royalty financial system that would ensure the treasury was sufficient enough.
