How the Complexity of Policy Mix Affects Policy Effectiveness——An Analysis Based on the Promotion of New Energy Vehicles
The policy mix tends to be more complex is an important phenomenon.In order to study how the complexity of policy mix affects policy effectiveness,this paper defines what constitutes a complex policy mix and uses the panel data of new energy vehicle promotion in 284 cities from 2003 to 2017 to conduct empirical analysis.The research finds that:(1)The policy mix complexity and policy effectiveness have an"inverted U-shaped"relationship.Only a moderately complex policy mix can maximize policy effectiveness.When the com-plexity is lower or higher,the policy effectiveness will be inhibited.(2)Different dimensions of policy mix complexity have different impacts on policy effectiveness.The number of policy instruments positively affects policy effectiveness.The impact of the number of policy types on policy effectiveness is in a"U-shaped"rela-tionship,which will weaken policy effectiveness as a whole.The impact of the number of policy areas on policy effectiveness is an"inverted U-shaped"relationship,and it helps to improve policy effectiveness as a whole.The number of participating departments has an indirect and positive impact on policy effectiveness,and its ways are the number of policy instruments,policy types,and policy areas.(3)Multiple policy locations and multiple policy timing play a moderating role in the process of influencing policy effectiveness through the number of policy instruments,policy types,policy areas,and participating departments.This paper deepens the theory of policy mix,provides an important conceptual basis for the study of policy mix complexity,clarifies the basic relationship between policy mix complexity and policy effectiveness,and develops new cognitions on is-sues such as policy consistency and departmental coordination.In addition,this paper also provides important references for solving complex issues such as the development of emerging industries,energy transition,and climate change.
