"Superposition"or"Extrusion":Multiple Effects of Cumulative Task on Local Government Behavior
Campaign-Style governance is a governance mechanism with Chinese characteristics,which is wide-ly used in reality.Existing studies emphasize that the existence of Campaign-Style governance has a profound impact on many aspects of local government behavior.However,local government is not an established and complete entity,and the micro impact of Campaign-Style governance on local government needs to be further opened and analyzed.After a dialogue with the relevant literature of"Conventional Governance"and"Cam-paign-Style governance",based on the understanding of the cooperative relationship,this paper analyzes the essence of Campaign-Style governance,and puts forward that"Cumulative Task"is a"new task"brought by Campaign-Style governance to local government organizations based on specific goals,which is relative to the original bureaucratic tasks,and has an"Superposition"or"Extrusion"impact on the conventional behavior of local governments.Taking Y City as a case,this paper discusses the dynamic behavior changes of the micro departments of the local government of Y City under the influence of cumulative task,which are specifically re-flected in the influence of the leading department,the core functional department,the marginal functional de-partment and the grass-roots local government in terms of organizational process,organizational performance and organizational philosophy.In view of this,this paper refines the deep mechanism of cumulative task affect-ing local government behavior,and summarizes the logical explanation of how the political nature,priority and flexibility of cumulative task affect local government behavior,which provides a new perspective for under-standing Campaign-Style governance and cumulative task,and moves forward on the road of local government governance research.However,this paper only discusses the representative departments of local government,and fails to have a comprehensive display and analysis.At the same time,the relevant personality factors were not taken into account,which needs to be further supplemented in the follow-up study.
