How the"Effective Government"Promotes the Evolution of China's Industrial Policies——A Case Study Based on the Mobile Telecommunications Industry
This article,grounded in the theory of"Effective Government",constructs a three-dimensional theo-retical framework of"Policy Objectives-Policy Tools-Policy Implementation"to facilitate the evolution of mobile telecommunications industry policy.Utilizing policy text mining and visualization techniques,the study dissects the structural characteristics of mobile telecommunications industry policies during the catch-up phase,parallel phase,and leading phase,thereby unveiling the mechanisms through which a proactive govern-ment in China propels the policy evolution in the mobile telecommunications sector.The findings reveal that:(1)In the evolution of mobile telecommunications industry policy,the government demonstrates proactive traits and a policy philosophy of"concentrating efforts on major tasks",aligning with China's top-level design.(2)In China's mobile telecommunications industry,there are imbalances such as a focus on environmental and Supply-side policy tools over demand-side tools,stronger national execution versus weaker local execution,and hierarchical lag.(3)With the industry's progression,the interconnectedness of industry policies significantly increases,exhibiting a"small-world"network structure characterized by complexity,guidance,externality,and progressive evolution.(4)The proactive government's facilitation of the mobile telecommunications industry policy evolution fully reflects the unified advancement system of"Technology-Standards-Industry".By con-structing a theoretical framework based on case analysis,this paper aims to engage in a dialogue with existing industry policy theories and Western complexity theories.It reveals the key elements of successful industrial policy reform in China and its significant differences from Western industrial policy models,thereby providing direction for the evolution of mobile telecommunications industry policy in the context of China's moderniza-tion.
