The Poverty Reduction Effect Reaserch of the Policy of Prospering Border Areas and Enriching Residents on the Multidimensional Poverty in Southwest Border Areas——Based on a Mixed Study
The policy of prospering the border and enriching the people in China aims to promote the sustain-able and healthy development of the economy in the border areas.As an important focus,the poverty reduction effect of the policy of prospering the border and enriching the people needs to be further explored.In view of this,the mixed research method is adopted in this paper.This paper uses the county development data from 2000 to 2018 to analyze the effect.With the help of sequence matching and multi period multiple difference method,from the five dimensions of economy,information acquisition,medical care,employment and education,this article systematically explores the poverty reduction effect of the border prosperity policy on the multi-di-mensional poverty in the southwest border area.At the same time,qualitative research method is used to ana-lyze the impact mechanism of poverty reduction effect with first-hand and secondary data such as in-depth in-terviews,government documents,work reports and news materials.The research shows that the policy of pros-pering the border and enriching the people can alleviate the multi-dimensional poverty of border counties in the southwest border area by building infrastructure,building hospitals and schools,developing characteristic industries,developing eco—tourism,promoting economic crop planting,and establishing a sound subsidy system by cross-policy coordination mechanisms,multi-level vertical integration mechanisms,and benefitting the im-poverished population mechanisms.However,this poverty reduction effect is obviously different among different poverty dimensions,which is specifically shown as follows:The poverty reduction effect in the economic di-mension has only a short-term effect;The effect in the dimension of information access has a time lag of about three years.On the other hand,the policy has a long-term effect in health care,employment and education.In addition,the poverty reduction effect will also vary depending on the population density and urbanization rate of the key counties.The above findings are of great significance for the further implementation of the policy in the future and the comprehensive and healthy development of China's border areas.
