The Operational Logic of Public Hospitals under the Management Model of Danwei System——Exploration Based on the Case of"H Hospital in City B"
As the typical class Ⅱ public welfare institution,China's public hospitals not only have the exclu-sive characteristics of the medical industry,but also continue to develop and evolve within the framework of the"Danwei System"in terms of personnel,finance and core decision-making.Focusing on the interaction and connection between the external mechanism of the organization and the internal conflicting goals,this paper ex-plores the problems that public hospitals have been facing for a long time,such as"management and services are not separated","supporting medical by selling medicine",and so on.And it puts forward the"asymmetric symbiotic dependency"as an explanation framework for them.By the field research of"H Hospital in City B",it is found that the administrative department has actually formed two management methods for public hospitals in practice,namely,"acquiescent incentive"and"sheltered control",which are demonstrated through the triple behavioral logic of"people as the fundamental structure","finance for practical use"and"matters as the medi-um".
