Tactics of Less Powerful Departments in Rating and Praise Projects and Their Limits——A Case Study of Senior Women's Home Projects in A City

摘要
各级党政部门发起的各类评比表彰项目已成为公共行政学研究的重要话题,但鲜有文献关注群团组织等弱势部门何以动员"块块"及其代理人参与自身主导的评比表彰.本文基于对A市及下辖3个区提高级"妇女之家"创建项目的长期田野观察,运用案例研究法,借助条块关系视角,考察了"妇女之家"创建项目中"条条"追"块块"的新特征及"条条"(妇联)的行动策略.研究发现,妇联("条条")作为相对弱势部门,在无力正面竞争属地("块块")及其代理人注意力的情况下,往往被迫采取情感治理、荣誉置换、项目统筹、借道社会组织等策略争取"块块"及其代理人的参与.尽管这一方式提升了提高级"妇女之家"项目的参与率和影响力,但也引发了三方面负面后果,包括项目包装导致"强者恒强"、参与积极性低带来的"拼凑应对"导致创建悬浮化、资源借用导致项目无法突破治理瓶颈.本文的研究有助于深化学界对评比表彰项目类型学及弱势部门行动策略的认识,未来学界可进一步关注"条条"动员策略的异质性等问题.
Abstract
Rating and praise projects initiated by party committees and governments have become a hot topic in public administration research while less attention has been paid to how less powerful departments including mass organizations mobilize"kuaikuai"and its agents in their rating and praise projects.This paper,based on a long-time field research into senior women's home projects in 3 districts of City A,employs the method of case study,through the perspective of"tiao-kuai"relationship,to examine the different characteristics of"tiaotiao"chasing"kuaikuai"and the tactics of Women's Federations("tiaotiao")in senior women's home projects.This paper finds that Women's Federations,as less powerful"tiao-tiao",have to adopt a series of tactics including emotional governance,honors exchange for participation,project package,relying on social organi-zations for help to mobilize"kuaikuai"and its agents to engage in senior women's home projects because of their inability to gain the latter's atten-tion.These tactics may in the one hand improve the participation rate and influence of senior women's home projects and on the other hand bring about three negative outcomes including project exaggeration leading to Matthew's effect among appliers,weak incentive to participation leading to governance suspension,and long-time unsolved problems resulting from piecing together governance resources and muddling through by appliers.This research helps to enrich the understandings of the academia into the typology of rating and praise projects and the tactics of less powerful de-partments.The academia needs to explore such topics as the differences in tactics of"tiaotiao"in the future.
