组织如何选择协作方式?——来自"双碳"目标实施的纵向案例考察

摘要
协作是组织运行的基本形式.那么,科层组织是怎样选择协作方式的?为何在同一领域,不同时期的协作方式会发生变化?为了回答上述问题,通过引入"时间"线索,运用因果过程观测法对中国"双碳"目标实施过程中的部门间协作方式进行梳理.案例显示,协作方式是任务环境、职责属性和交易成本相互影响的结果:任务环境是协作方式转换的启动因素,职责属性和交易成本分别构成了协作方式选择的内在约束和基本考量.长远来看,分工与协作的基本矛盾无法在组织层面得到根本调和,应重视文化层面的部门间伙伴关系培育.这些认识不仅在理论上厘清了不同协作方式之间的关联机制,而且有助于为中国科层组织协作研究建构起更加完整的解释图景,同时也深化了对于转变政府职能的思考.
Abstract
The objective of this paper is to illustrate the differentiated collaboration strategies adopted by hierarchical organizations.In other words,why do collaboration strategies change over time in the same field?To answer these questions,an exploratory single-case study focusing on inter-departmental collaboration in the implementation of China's"dual-carbon"goals,was conducted.The analysis,based on the causal process obser-vation method,reveals that the interplay of three factors determines the collaboration strategies:Task environment is the starting factor,responsibil-ity characteristic and transaction cost constitute the internal constraint and basic consideration respectively.The results also suggest that these three factors influence each other.In the long run,the fundamental contradiction between division of labor and collaboration cannot be reconciled at the organizational level,so equal attention should be paid to the cultivation of cross-sectoral partnerships at the cultural level.This paper not only the-orizes the mechanisms that link differentiated collaboration strategies,which helps to construct a more complete explanatory picture of Chinese bu-reaucratic organizations'cooperation,but also contributes to a better understanding of the transformation of government responsibilities.
