摘要
本文通过对浙江省瑞安市"三位一体"农村发展模式的案例分析,系统阐释了这一治理模式的内涵、运作机制及其在推动中国农村发展过程中的作用机理.文章首先从地方层面探索到国家层面推广的政策实践入手,梳理了"三位一体"治理模式的政策演变及扩散过程,然后详细剖析了瑞安治理模式的推进方略:通过整合生产、供销、信用等合作体系,形成了政府、合作社、农户利益共享,资源有效配置的新型治理模式.通过案例研究发现瑞安模式的成功在于改革了合作组织的运作模式,提供了标准化生产和一站式服务,增强了农民的市场适应能力.在"三位一体"治理模式下,政府、合作社、农民的角色均发生了正向积极转变,对解决中国农村发展面临的瓶颈问题具有重要现实意义.针对这一治理模式的可持续性问题,文章提出了完善内部治理、结构优化、因地制宜推广等对策建议.
Abstract
Through a case study analysis of the"Trinity"rural development model in Rui'an City,Zhejiang Province,this paper systematically elu-cidates the connotation,operational mechanism,and the role it plays in advancing rural development in China.The article begins by examining policy practices that have evolved from the local to the national level,delineating the policy evolution and diffusion process of the"Trinity"gover-nance model.It then delves into the Rui'an governance model's advancement strategy:by integrating production,supply and marketing,and credit cooperatives,a new governance model has emerged,characterized by shared interests and efficient resource allocation among the government,coop-eratives,and farmers.The case study reveals that the success of the Rui'an model lies in reforming the operational mechanisms of cooperative orga-nizations,providing standardized production,and one-stop services,thereby enhancing the market adaptability of farmers.Under the"Trinity"gov-ernance model,the roles of the government,cooperatives,and farmers have all undergone positive transformations,which is of significant practical significance for addressing the bottlenecks in rural development in China.Regarding the sustainability of this governance model,the paper offers suggestions for improving internal governance,structural optimization,and adaptive promotion based on local conditions.
