How Does the Local Government Enhance Urban Governance through the Special Work Team?——A Case Study Based on a Community Comprehensive Governance Special Work Team
This study delves into the evolving roles of deliberative and coordinating agencies within local gov-ernment structures,emphasizing the innovative emergence of special work teams.It aims to unpack the com-plexities inherent in modern governance and to scrutinize how these teams operationalize integration across dif-ferent governance layers and sectors.The researchadopts a qualitative case study approach,primarily utilizing participatory observation and in-depth interviews to gather rich,detailed insights into the dynamics of special work teams.The analysis reveals that special work teams embody a nexus of whole-of-government and flexible governance principles,harnessing both campaign-style energy and project-based precision to strategically mo-bilize resources across government branches.The case study of a special work team in community governance within S District outlines vital operational strategies and sheds light on their potential for smooth transition from intensive,campaign-style initiatives to routine,systematic governance.Empirical results advocate for a recon-figuration of traditional bureaucratic mechanisms to enhance governance agility and effectiveness.The applica-tion of this study is confined to a singular context,which may limit the direct extrapolation of its findings to other governance environments.However,the case study provides a foundation for future comparative research in this field,and the research offers a conceptual framework for public managers to navigate the complexities of hybrid governance models,with particular reference to special work teams.It provides a structured approach to understanding how these teams can enhance government responsiveness and service delivery in today's volatile market environments.Furthermore,this article advances the governance discourse by delineating the role of special work teams as a transformative link between energetic campaign-style initiatives and the systematic rig-or of traditional bureaucratic processes.It presents a theoretical and practical exploration of their operations,integration,and the broader impact on governance effectiveness.
