The Collapse and Reconstruction of Grassroots Government Credibility——Reflections on the Credibility Crisis of Grassroots Governments Triggered by the"Lamp-lit Damage Assessment"Incident
This article aims to conduct an in-depth analysis of the trust crisis faced by Chinese grassroots gov-ernments under the risk society based on the"Lamp-lit Damage Assessment"incident,and to explore how to break through the governance dilemma and reshape the credibility of grassroots governments.The study con-structs a"risk-crisis-trust-governance"analytical framework to examine the internal logic and behavioral path of trust loss in grassroots governments under the pressures of risk spillover and crisis escalation.It em-ploys a qualitative case study approach,systematically analyzing the evolution trajectory of the"Lamp-lit Damage Assessment"incident from the stages of risk brewing,situation escalation,credibility collapse,and sys-tematic reflection.The analysis reveals the deep-rooted problems behind the case,including decision-making errors,capacity shortfalls,and trust dilemmas in grassroots governance.It is found that the accumulating social risks are posing systemic shocks to grassroots governance,and the single logic of hierarchical governance strug-gles to cope effectively.There is an urgent need to seek convergence and dynamic balance among the three logics of rule of law,politics,and morality.The key to solving the governance paradox lies in clarifying the boundaries of the three logics and achieving an organic unity of institutional construction,political interaction,and moral education.The study focuses on a single case in the Chinese context,which may limit the generaliz-ability of the findings to other contexts.Future research could expand the scope to include more cases and con-duct comparative analyses across different regions and countries.And these findings offer practical insights for grassroots governments to enhance their risk governance capabilities and rebuild public trust.Specific strategies include deepening the reform of"delegating power,strengthening regulation,and improving services",fostering a risk-aware and proactive governance mindset,and building a grassroots governance system that integrates au-tonomy,rule of law and rule of virtue.Hence this article's theoretical exploration based on the Chinese context has certain implications for addressing the challenges of risk society,improving the grassroots governance sys-tem,and enhancing governance capacity.It contributes to the literature by proposing a"risk-crisis-trust-governance"analytical framework and offering a contextualized understanding of the trust crisis in grassroots governance.
