Structural Constraints and Technical Strategies:The Action Logic of Local Emergency Management Department to Overcome the Collaboration Dilemma——Taking the Emergency Management Bureau of District C in S City as an Example
In order to effectively deal with emergency disaster events,emergency management departments of-ten fall into the dilemma of emergency collaboration when working together with other departments.Compared with explaining how the dilemma is generated,the structural factors of the collaborative dilemma and the oper-ation process of the emergency management department overcomes the dilemma are still lacking in discussion.Based on the case of Emergency Management Bureau of C District of S City,this paper discusses the technical strategies and action logic of emergency management departments to overcome the collaborative dilemma.The study indicates that the vertically and horizontally integrated governmental responsibility system,based on the"TIAO"and"KUAI"characteristics,has become a structural factor contributing to the coordination dilemma in emergency management.To promote emergency collaboration,the Emergency Management Bureau of District C of S City adopts a combination of top-down,bottom-up,internal-to-external,and external-to-internal techni-cal strategies.Although these strategies help to promote emergency collaboration in the interaction of each stage,a single strategy is not enough to be effective.In order to achieve sustainable emergency collaboration,the key lies in debugging the tension of structural constraints,from the construction of collaborative capabilities to the structural reform of the emergency system.Based on the perspective of the initiative of the collaborative subject,this paper maps the collaborative governance theory into the specific scene of emergency management,explains the specific process and implementation mechanism of the interaction between the district and county emergency management departments and other departments,and enriches the theoretical picture of emergency collaboration in the Chinese context.
