Resource Orchestration and Attachment-Based Integration:How Can Counties Integrate into Adjacent Major Cities through Resource Operations
In order to pursue development opportunities,counties adjacent to large cities and without adminis-trative affiliations with them are eager to integrate into these cities,giving rise to a competitive form of attach-ment-based integration among the counties.However,the effects of integration into large cities vary significant-ly among these counties.How can a county achieve a successful integration outcome?This article,while analyz-ing the concept of attachment-based integration,builds an analytical framework by incorporating the theory of resource orchestration.Utilizing the case of County N actively integrating into Jinan,the article examines how counties can achieve integration into large cities through resource orchestration.The research reveals that for successful integration into large cities,counties need to implement resource orchestration in different domains and at different times,continuously iterating the process.This involves enriching and increasing their own re-sources through structured resource allocation,transforming these resources into capabilities through resource bundling,and ultimately enhancing local competitiveness through resource leverage.During the stages of re-source structuring and resource leverage,counties can utilize various forms of attachment-based integration linkages,seizing the integration opportunities provided by resource orchestration to align with the development of large cities.The article concludes by pointing out that the effectiveness of a county's integration into a large city is influenced by whether it implements resource orchestration,the timing of resource orchestration deci-sions,and the capacity for resource orchestration.This perspective on resource orchestration provides a new understanding of how counties successfully integrate into large cities and enriches research on intergovernmen-tal cooperation,particularly in the context of cross-level diagonal collaboration among local governments.
