统合联营:公共领导力视角下新型农村集体经济发展机理——基于H省H村的单案例研究

摘要
在市场经济条件下以何种形式发展并壮大农村集体经济,是推进共同富裕的基础议题.聚焦于新型农村集体经济实践,采用单案例研究方法,从公共领导力的视角出发,对话集体行动与统合治理理论构建"统合联营"的分析框架.研究发现:基层党组织公共领导力主要遵循价值、权威、利益嵌入的三重统合路径,以达成思想上的集体共识、创新经营制度上的统分形式、实现产权关系上的股权重组;进而遵循集体联营、政经联营与村社联营的三重策略实现稳定的集体行动、集体性重建以及按股分红,实践表现为支部领办合作社.统合联营意味着,基层党组织在组织变革的基础上联动经济互助组织来发挥公共领导力,以实现经济治理与社会治理的双重目标,展现了其在适应政策目标与社会现实间张力中的自主性.本文对于完善新型农村集体经济的相关政策,推进公共领导力、政党自主性与适应性研究有较大意义.
Abstract
How to develop the rural collective economy under the conditions of market economy is an impor-tant issue in promoting common prosperity.From the perspective of public leadership,focusing on the practice of the new rural collective economy,this paper adopts the single case study to construct the explanatory frame-work of"integration-based joint-operation".The public leadership in the development of the new rural collec-tive economy mainly follows the triple integration path of value,authority,and interest embedding,in order to achieve collective consensus in ideology,to innovate the unified form of management system,and equity re-structuring in property rights system.Furthermore,following the triple strategy of collective joint-operation,po-litical and economic joint-operation and village community joint-operation,stable collective action,collective reconstruction,and dividend distribution based on shares can be achieved,which is manifested in practice as"cooperative led by Party branch"."Integration-based joint-operation"means that on the basis of organization-al reform,grass-roots Party organizations use economic mutual organizations to exert public leadership in order to achieve the dual goals of economic governance and social governance,fully demonstrating its autonomy in adapting to the tension between policy objectives and social reality.The possible significance of this study lies in improving the relevant policies of the new rural collective economy and promoting the research of public leadership,political Party autonomy and adaptability.
