How Can Digital Governance Innovations Continue to Iterate?——A Case Study Based on the Reform of People's Livelihood Demands in Pingshan District,Shenzhen
The digital era brings new opportunities for government innovation.However existing research rely on the perspective of external factors,paying insufficient attention to the action logic of key actors driving in-novation.This approach fails to fully address why"some innovations are frequently hindered or even disappear,while others can be continuously deepened and iteratively upgraded".This study analysis the case of"People's Livelihood Demands'Reform"in Pingshan District,Shenzhen,and reveals that digital governance innovations such as government-citizen interaction platform often exhibit the characteristics of"vertical promotion and hor-izontal application".Faced with innovation barriers between departments such as resource allocation,authority-responsibility relationships,and participation motivation,the innovation driving actor mobilize innovative par-ticipating actor through mechanisms such as problem definition,interest allocation,and recruitment mobiliza-tion.In this process,the responsibility list as an important policy tool,has acted as"coalition magnet"for dif-ferent types of organizations,thereby supporting the effective cohesion between actor interests and innovation.By focusing on the internal factors of government innovation and starting from the translation process of"key departmental actors",the research further enriches the understanding of the mechanism by which target groups develop innovation identification,offering new insights into the pathways for sustained digital governance inno-vation.
